Digital Health and Care Wales celebrates national recognition for Social Partnership excellence

18 March 2026

Digital Health and Care Wales (DHCW) is proud to be featured in a newly published Welsh Government Social Partnership case study, showcasing how we are embedding meaningful and collaborative working at the heart of our organisation. The case study appears on GOV.WALES and highlights DHCW’s growing reputation as a leader in partnership-driven culture change.

Over the past two years, DHCW has strengthened its approach to Social Partnership by working closely with staff, trade unions and stakeholders to shape how we operate, make decisions and support the wellbeing of our workforce. The case study demonstrates how these efforts are already making a positive impact.

The publication highlights several achievements made possible through genuine co production, including:

  • A jointly developed Well-being of Future Generations Statement and Objectives, approved by the Board in March 2025.
  • Delivery of the first Social Partnership Duty Annual Report, developed with trade unions.
  • Successful initiatives such as Anti Bullying and Harassment TENTalks, attended by more than 350 staff.
  • Increased staff engagement, reflected in a 62.5% survey participation rate and 87% appraisal completion.
  • Significant growth in accredited trade union representation and partnership working.

DHCW’s ongoing work is further supported by the Social Partnership Self Assessment Tool, which has helped us identify strengths and priority areas for improvement, reinforcing a culture built on trust and transparency.

By embedding Social Partnership across everything we do, DHCW is creating stronger, more open and more supportive relationships between employees, leadership teams and unions. This collaborative approach is helping us build a workplace where wellbeing, fairness and shared purpose shape everyday decisions.

Sam Morgan, Director of People and Organisational Development said “Our collaborative approach not only helps us navigate challenges together but also nurtures a culture of openness to fresh ideas and new perspectives. It’s this spirit of partnership that inspires our creativity, keeps us innovative and adaptable, and ensures we always put people at the centre of everything we do. It is through our shared efforts and mutual respect that we create something truly special.  I look forward to us building on this strong foundation and to ensuring DHCW is a great place to work.”

Our next steps include expanding safe spaces for staff voice, strengthening union collaboration, and continuing to embed Social Partnership principles into strategy, culture and service delivery. These efforts ensure that DHCW remains at the forefront of best practice—creating digital services built not only for Wales, but with Wales.
