Project Governance

Whether you're planning a research study, innovation project, or service evaluation, we're here to help you navigate the process and access the support, expertise and data you need. Our structured approach ensures projects are reviewed efficiently, meet the necessary governance requirements, and receive the right advice from the outset.

The steps below explain how to engage with the DHCW Research and Innovation team, what information we'll need from you, and how your project will progress from initial proposal through to approval and delivery. Early engagement is encouraged, particularly if you're unsure about project classification, data requirements or governance considerations.

1. Confirm Your Project Type

First, identify whether your project is:

  • Research
  • Innovation
  • Service evaluation
  • Another type of activity

This will help determine which approvals you need.

Use the HRA Decision Tool: https://www.hra-decisiontools.org.uk/research/

2. Submit a Project Proposal

Complete the R&I Project Proposal Form

The form tells us:

  • What your project aims to achieve
  • What data or support you need
  • What funding you have available to support the request
  • What documents are required, such as a Data Protection Impact Assessment (DPIA)
  • What approvals you already have

Our team can help if you are unsure about any part of the process.

3. Project Review and Discussion

The R&I Triage Group will review your proposal and assign a member of the team to support your project. If the project is classed as Innovation, it will be taken forward by the Data & Digital Innovation Special Interest Group (SIG)

If we need more information, we will contact you and arrange a discussion if needed.

4. Research and Innovation Board Approval

Once all required documents and evidence have been reviewed, your project will be presented to the Research and Innovation Board for approval.

The Board meets monthly. We will notify you of the decision within two working days of the meeting.

5. Delivery and Data Sharing Agreement

After Board approval, we move into the delivery stage.

This may include:

  • Agreeing project timescales
  • Preparing and signing a Data Sharing Agreement (DSA), where required
  • Completing any remaining legal or contractual requirements

Once these steps are complete, work on your project can begin.
