Sam Morgan joins us as Executive Director of People and Organisational Development, bringing a strong track record in driving cultural change and placing people at the heart of decision-making.
With senior leadership experience in the NHS Executive, Public Health Wales, and several third-sector Non-Executive Director roles, Sam has provided strategic guidance and governance oversight, aligning operational goals with broader social impact.
Sam has also served as Director of People in both the education sector and at GE Healthcare. Her leadership has been instrumental in embedding values-based frameworks and driving cultural improvements. Passionate about compassionate leadership, she fosters environments where individuals feel valued, supported, and empowered to thrive.
A Fellow of the Chartered Institute of Personnel and Development (CIPD) and the Higher Education Academy, Sam has led award-winning initiatives, including co-designing national frameworks and leading cultural transformation. Her collaborative approach and expertise in organisational behaviour have enabled her to build strong partnerships and deliver outcomes that balance operational efficiency with a people-focused ethos.
As a systems thinker, Sam has worked closely with senior executives and government bodies, driving cross-system collaboration and aligning goals with broader policy objectives to deliver innovative solutions to complex challenges.
With her strategic expertise, people-centred leadership and governance experience, Sam is supporting DHCW in our mission to drive digital transformation in healthcare.
